Federal Decree No. 9,203 of November 22, 2017, which provides for the federal governance policy, TCU's references and manuals, as well as experience in municipal management, provided for the preparation of the booklet, in a partnership with Rede Governança Brasil - RGB, National Confederation of Municipalities – CNM, Court of Accounts of the State of Mato Grosso do Sul – TCE-MS, Latin American Institute of Governance and Public Compliance – IGCP, Editora NT and National School of Public Administration – ENAP; and which brings in its content guidelines on how to apply the governance thesis in practice, success stories through the use of governance and also a questionnaire through which managers can identify how their body is in relation to governance maturity.​
